1 lb Beef
5 tablespoons Soy Sauce
1 Lemon
3 cloves Garlic
3 parts Onion
4 tbs Olive Oil
1 cup Water
1 pinch Salt
1- 0.
2- Marinate beef in soy sauce, lemon (or calamansi), and ground black pepper for at least 1 hour.
3- Note: marinate overnight for best result 1.
4- Heat the cooking oil in a pan then pan-fry half of the onions until the texture becomes soft.
5- Set aside 2.
6- Drain the marinade from the beef.
7- Set it aside.
8- Pan-fry the beef on the same pan where the onions were fried for 1 minute per side.
9- Remove from the pan.
10- Set aside 3.
11- Add more oil if needed.
12- Saute garlic and remaining raw onions until onion softens.

14- Pour the remaining marinade and water.
15- Bring to a boil.

17- Add beef.
18- Cover the pan and simmer until the meat is tender.
19- Note: Add water as needed.
20- 6.
21- Season with ground black pepper and salt as needed.
22- Top with pan-fried onions.

24- Transfer to a serving plate.
25- Serve hot.
